Thats why in the "Where is Rockman" theories she said: "The government has him imprisoned", cause the government go really strict in terms about tecnology and robotic, ever Rockman was considered a "threat to humanity" for being a Robot.

Only robots with specific functions are used in that time and they don't have A.I.

She is not smart enought to create a robot herself, but she want to create one in the future.

Panda Girl is suposed to be the first human friend of X besides Cain, but she was only interesed in X cause she thought that he was a fan of Robots too... she ignore that he is one... like everyone ese, cause robots with humans forms are practicaly non-existance in that time.

After Light and Willy nobody managed to make a android, and nobody cared about that again.

The desing of panda girl was created while I was hearing "Panda hero" Of gumi.

I like the design of a devastated girl but still a cheerful one.

Her family is a modest one, so she don't have so much money.

The mark on her eyes are a mystery.
